UPDATE TO MEMBERS: PERAK BAR CHAIRMAN’S PARTICIPATION AS A PANELIST IN FORUM ENTITLED “CONSTITUTIONAL LIMITS: THE BASIC STRUCTURE DOCTRINE & THE RULE OF LAW” ON 6^TH OF MARCH 2026 

The Perak Bar is pleased to share that our Chairman, Dr. Saravanabavan Mathialagan, was invited as a panelist at a Constitutional Law forum titled “Constitutional Limits: The Basic Structure Doctrine & The Rule of Law”, held on Friday, 6 March 2026, from 10.00 a.m. to 12.00 p.m. at Omnia Auditorium, Menara BAC, Petaling Jaya.

The forum brought together distinguished academics from Malaysia and UK including constitutional law expert Emeritus Prof. Datuk Dr. Shad Saleem Faruqi who was the keynote speaker and also served as a fellow panelist. The discussion explored the foundations of constitutional democracy and examined the role of the judiciary in maintaining constitutional limits on parliamentary power. Particular focus was placed on the Basic Structure Doctrine and the importance of the Rule of Law, with comparative insights drawn from developments in both the United Kingdom and Malaysia. The forum provided a valuable platform for thoughtful engagement on how courts safeguard constitutional principles and ensure that the exercise of legislative power remains within constitutional boundaries. The forum was attended by more than 300 participants.
